Stuart Anderson MP Challenges Ministers on Park Home Sales Commission
  • Stuart Anderson MP has urged Housing Ministers to scrap the Park Home Sales Commission.
  • The last government had commissioned an independent survey on the subject in 2021, with the findings submitted to Ministers in June 2022.
  • The current government has committed to seek further evidence on the sales commission. However, they have not yet set a date.

Stuart Anderson MP has challenged Ministers to act on their commitment to seek further evidence on the Park Homes Commission. It follows the Park Home Day of Action, which took place on 2nd February 2026. As part of the campaign, Stuart urged Ministers to deliver a fair deal for park home owners, who face a sales commission of up to 10% on their homes.

The maximum rate is prescribed in regulations made by the Secretary of State. It has been set at this rate since 1983 when it was reduced from 15%. Almost all park operators charge the full commission on every sale, with residents facing charges, on average, of up to £18,000 per sale. This does not include maintenance fees including the pitch fee, which averages £172 per month. This adds up to much more than residents have in savings.

Stuart previously raised the issue via a formal written parliamentary question in July 2025. In response, Housing Minister Matthew Pennycook said that the government would “set out further plans in due course to seek further evidence from the sector on the rationale of the sales commission.” More than six months on, Stuart remains concerned that the government’s lack of action continues to affect England’s 159,000 park home residents. So, Stuart challenged the Minister to “just get on with it” and abolish the commission altogether.

In Parliament, Stuart said:

“Many park home residents in South Shropshire are concerned about the 10% sales commission and think it is unfair. I know that the Government have committed to a consultation, but will they speed that up and just scrap the unfair commission?”

In response, Housing Minister Matthew Pennycook added:

“We need to understand this issue better, because answers were not forthcoming in the consultation carried out under the previous Government regarding the rationale for the commission. I assure the hon. Gentleman that in the very near future we will go out to consult and to find more evidence, so that we can take the action that is so desperately needed in this area.”

Shropshire contains the fourth largest number of park homes per local authority, with a total of 39 sites. One in eight park home residents are 65 years old or over. Over one in seven are fully retired. Stuart’s renewed campaign follows his meeting with members of the Park Home Owners Justice Campaign (PHOJC), which told him that people feel trapped in their own homes due to the sales commission, which is not replicated in any other sector. Stuart had also called on the Chancellor to scrap the commission in his submission to the Chancellor’s Autumn Budget in November 2025. However, no update has yet been provided.
