Stuart Anderson MP Sounds Alarm on Defence Readiness
Army veteran Stuart Anderson MP has delivered a blistering speech on the government’s lack of defence readiness during an Opposition Day Debate held by the Conservative Party in Parliament during Armed Forces Week.
Stuart Anderson MP said:
“In 2024-25, there were more conflicts than in any one year since the Second World War. The whole geopolitical situation has changed before our eyes. Discussions we are having now would have seemed impossible just three years ago. It is shocking that 291 Labour MPs voted against the Conservatives plans to increase defence spending to 3 per cent of GDP by 2030. Unless the Defence Investment Plan comes forward with the correct funding for the correct defence products, we will be in a seriously detrimental situation. I do not believe that we are ready for what is coming over the horizon. Added to this, any change to what the Conservatives put in place to stop vexatious claims from being made against those who served in Northern Ireland during the Troubles would betray our veterans and further erode confidence among our troops. Labour is burning out spiritual morale bit by bit and need to stop it.”
During his speech, Stuart warned that the government is failing Britain when it comes to defence readiness, lethality, and survivability. With a career in the Armed Forces including 18 months on Op Banner in Northern Ireland, Stuart told the House of Commons that rhetoric and party politics are overtaking the reality of the situation. Stuart’s intervention comes after former Defence Secretary John Healey and Armed Forces Minister Al Carns both resigned from Labour’s Government, condemning the Defence Investment Plan as inadequately funded and insufficient. Stuart, who graduates next month from the Royal College of Defence Studies, the UK’s senior strategic command course, rejected Labour’s claims of “14 years of hollowed-out defence”. He argued that the world de-armed after 1945 and after the fall of the Berlin Wall, but the situation has now changed.
Stuart set out three tests every Defence Minister must meet: readiness, lethality, survivability, with the first most important. Drawing on his deployment to Kosovo in 1999, Stuart said troops coped without kit because of “spiritual morale” — the British fighting spirit Field Marshal Slim called the decisive factor in Burma. Stuart highlighted cancelled exercises, extended deployments, and delays to the Defence Investment Plan as examples of morale being chipped away. 291 Labour MPs voted against a motion tabled by the Conservative Party to increase defence spending to 3 per cent of GDP by 2030. In February 2025, Labour pledged 2.5% GDP on defence by 2027 and 3% in the next Parliament - potentially as late as 2034. However, Labour’s current plan reaches just 2.68% by 2030 - leaving a funding gap of billions of pounds. SIPRI data shows UK defence spending fell 2% real terms in Labour's first year in government. The Conservatives have set out key steps towards 3 per cent, including by reinstating the Two-Child Benefit Cap and using billions from Net Zero to create a Sovereign Defence Fund.
Stuart also said government action to repeal and replace Conservative legislation that blocked vexatious claims from being mage against veterans who served in Northern Ireland through the Northern Ireland Troubles Legacy Act is cutting through with serving soldiers, who now believe that they will not be protected by the government on future operations. On procurement, Stuart backed the Chief of the Defence Staff’s warning that cuts to operational services and training are looming. The Chief of the Defence Staff has said that the Ministry of Defence needs an extra £28 billion. Labour has allowed defence to go underfunded, while welfare spending has ballooned by £19.8 billion in the past year alone compared with 2024 and will reach £210 billion by the end of this Parliament – an increase of £46.9 billion. Stuart, who served on the Defence Select Committee between 2020 and 2022, said the balance of spending is wrong: resource DEL (Departmental Expenditure Limit), which pays troops and runs equipment, is about 62% of the budget but “nowhere near enough”. Meanwhile, big capital projects mean little without the funding to crew, train, and maintain them - undermining morale.
